[PATCH] add NO_CURL option to the Makefile

From: Johannes Schindelin <hidden>
Date: 2016-06-15 22:42:03
Subsystem: kernel build + files below scripts/ (unless maintained elsewhere), the rest · Maintainers: Nathan Chancellor, Nicolas Schier, Linus Torvalds

This patch implements Linus' idea that if you are not interested in
pulling by HTTP, you can now say

	NO_CURL=1 make

to compile everything except git-http-pull (thus not needing curl at all).
