[PATCH Cogito] .spec file update

This patch updates the spec file to match Cogito 0.10, and changes its 
name to cogito.spec.

It would be *really* appreciated if "make cogito.spec" could be made 
part of the release procedure so it's included in the tarballs.

  corresponding RPM.]
