[dpdk-dev] Arm roadmap for 21.05

Hello,
	Following are the work items planned for 21.05:

1) Performance improvements in L3fwd example.
2) Use C11 atomic built-ins in EAL, Service Core library and MLX4/MLX5 PMDs.
3) Enhance mempool library with additional debug counters.
4) Meson build improvements (Arm build options rework, Aarch32 cross compilation, KNI cross compilation)
