[dpdk-announce] release candidate 17.11-rc4

A new DPDK release candidate is ready for testing:
	http://dpdk.org/browse/dpdk/tag/?id=v17.11-rc4

The release notes should be closed now:
	http://dpdk.org/doc/guides/rel_notes/release_17_11.html

There are few tricky fixes in this last release candidate which need
to be tested before the announcing the release.

Please test carefully, thank you.
