[Buildroot] Buildroot 2021.02.4 released

Buildroot 2021.02.4 is a bugfix release on the current long term
release, fixing a number of important / security related issues
discovered since the 2021.02.3 release. Notice that no release was made
in July, so this release is bigger than normal.

- Toolchain: Disable PIC/PIE for Microblaze (like for NIOS II) as it is
  not currently working.

- binutils: fix linker assert failure on OpenRisc, or1k build
  issue with gcc < 5

- gdb: Enable for NIOS II

- Security fixes for avahi, dovecot, dovecot-pigeonhole, exiv2,
